If it's a beer/liquor store, and the store is open before noon on a Sunday, the answer has to be yes. If it's a supermarket, grocery store, c-store, it's been a long time since I have seen a sign on a Sunday morning that the beer is off-limits until noon, so like @midlifec says, most businesses have purchased the optional extra license.
