However, in a bath of Vodka there would be more fumes and you would be breathing these in and absorbing alcohol and so yes you could get drunk if you were in there for long enough. Absorption through the skin is also possible but would be much slower I guess. Absorbtion through other bits (eyes and private parts!) is also possible.
