First off all jewelry made of real precious metals such as gold and silver are safe to clean. Neither will be damaged be alcohol no matter the quality or karat as long as it is one of those two metals. This includes sterling silver. Other safe materials are platinum or silver plated titanium, tungsten and stainless steel jewelry.

Rubbing alcohol removed all the spots on it easily. You just need to combine 2 parts of alcohol and 5 parts of water in a bowl, dip a clean cloth into the solution and gently rub over the silver. Then wipe it with a dry cloth. With this method, you can remove tarnish and make it shiny without any risk of harming the silver.

You can fill a small container with some alcohol and drop your jewelry directly into the solution. Let it soak briefly and then remove the item. The nice thing about alcohol is that it will dry clear.

I sometimes use rubbing alcohol. One thing you should be aware of is that it will sometimes leave a light white-ish haze on the surface. This is not due to the alcohol itself, but the water content mixed in with it. In true Russian fashion, I've used pure ethanol (drinking alcohol) to better effect (not what you're thinking).
