An expired ID can't be used to purchase alcohol since this would promote an illegal aftermarket for old IDs. So for instance, if an ID expires but could still be used to purchase alcohol, its owner may be tempted to sell it to an underage person who could pass as them. You are supposed to show the attendant or clerk a valid ID.

You are never required to sell or serve alcohol to anyone. A person does not have a legal “right” to buy alcohol, but you have a legal right to refuse service to anyone who cannot produce adequate evidence of their age. If you have any doubts about an identification, you should refuse the sale of alcoholic beverages.
