The legal drinking age in California is 21. You are never required to sell or serve alcohol to anyone. A person does not have a legal “right” to buy alcohol, but you have a legal right to refuse service to anyone who cannot produce adequate evidence of their age.

I give her the address without stuttering. Then she scans my ID and she says "I'm sorry, I can't sell you this because it's expired." I explained to her I had a piece of paper from the state that extends my license expiration date for 20 days because I purchased a new one online. She told me that she doesn't care.

You can purchase alcohol because you are now 21. However, the person selling you the alcohol can deny the purchase simply because your ID say underage. Yes, they can do the math, but they don't have to accept that form of ID for alcohol purchases. It's not worth it for the clerk to sell you liquor.
